Open Society Institute
The main purpose of this assignment was to assist HRH Coalition in the identification of capacity-building needs and preparation of a proposal to OSI/OSGF to carry out capacity-building interventions to meet these needs.
Assignment consists of three phases:
a) development of a capacity-self assessment instrument tailored to local specifics and helpful to identify concerns and underlying causes;
b) review of background documents (related to the performance of HRH Coalition members, performance targets, OSGF grant application requirements, etc);
c) design the workshop agenda and necessary technical materials.
2) Problem identification phase – 2 day workshop:
a) Conduct the capacity self assessment;
b) Construct a problem tree – identify a major problem (e.g. related to performance) and weakness in the capacity (underlying causes), prioritize the causes and define risks (factors that cannot be changed within a given timeframe & resources);
c) Discuss feasibility of different approaches & interventions that can address the priority needs and improve the overall performance (defined by corresponding indicators and targets at the best);
d) Define the roles and commitment of the HRH Coalition members in the finalization of the proposal to OSI/OSGF.
3) Proposal design phase:
a) Elaborate core elements of the proposal in accordance with the OSGF grant application requirements;
b) Share the draft with HRH coalition and incorporate their feedback;
c) Conduct a series of consultative meetings with HRH Coalition if necessary;
d) Finalize the proposal.
